About FSSAI Registration

The Food Safety and Standards Authority of India (FSSAI) is an agency of the Ministry of Health & Family Welfare, Government of India. The FSSAI is responsible for protecting and promoting public health through the regulation and supervision of food safety. The FSSAI has been established under the Food Safety and Standards Act, 2006 which is a consolidating statute related to food safety and regulation in India.

The FSSAI has its headquarters at New Delhi. The agency also has 8 regional offices located in Delhi, Chandigarh, Lucknow, Guwahati, Mumbai, Kolkata, Cochin and Chennai. 4 referral laboratories and 72 local laboratories located throughout India.

HIGHLIGHTS OF FSSAI REGISTRATION

FSSAI Registration issued by FSSAI is required for carrying on activities related to any stage of manufacturing, processing, packaging, storage, transportation, distribution of food.

Petty retailer, hawker, itinerant vendor or a temporary stallholder or small scale or cottage or such other industries relating to food business or tiny food business operator are exempt from obtaining FSSAI Registration or License.

Once a FSSAI License is issued, it is valid for one or two years. Before end of its validity, the license can be renewed for a further term based on the requirements of the business.




FSSAI License can be divided into two categories State level License and Central License. Hotel, Restaurant and medium size food manufacturers are covered under State license. Large size food manufacturers come under Central licensing.

A separate FSSAI Registration or License required and issued for each location where food is handled. Therefore, an entity may have to obtain multiple FSSAI licenses if it operates multiple locations.

FSSAI REGISTRATION PROCESS

Application Preparation

Application Submission

Once the application is prepared, we will submit the application to the concerned FSSAI Licensing Office and help submit additional documents or answer any queries.

FSSAI License

Once the processing of the application is completed by the FSSAI. The concerned FSSAI office will issue the FSSAI Registration or License typically with a validity of 1 or 2 years.

Documents to be enclosed for New Application for License to Central / State Licensing Authority

  • Form-B duly completed and signed (in duplicate) by the proprietor/ partner or the authorised signatory (mandatory for all).
  • Blueprint/layout plan of the processing unit showing the dimensions in metres/square metres and operation-wise area allocation (mandatory for manufacturing and processing units only).
  • List of Directors with full address and contact details (mandatory for companies only)
  • Name and List of Equipment’s and Machinery along with the number, installed capacity and horse power used (mandatory for manufacturing and processing units only).
  • List of food category desired to be manufactured. (In case of manufacturers).
  • Authority letter with name and address of responsible person nominated by the manufacturer along with alternative responsible person indicating the powers vested with them viz assisting the officers in inspections, collection of samples, packing & dispatch. (Mandatory for manufacturing and processors).
  • Analysis report (Chemical & Bacteriological) of water to be used as ingredient in food from a recognized/ public health laboratory to confirm the portability (mandatory only for manufacturing and processing units only).
  • Photo ID and address proof issued by Government authority of Proprietor/Partner/Director(s)/Authorized Signatory. (Optional)
  • Proof of possession of premises. (Sale deed/ Rent agreement/ Electricity bill, etc.) (Optional).
  • Partnership Deed/Affidavit/Memorandum & Articles of Association towards the constitution of the firm. (Optional).
  • Copy of certificate obtained under Coop Act - 1861/Multi State Coop Act - 2002 in case of Cooperatives. (Wherever applicable).
  • NOC from manufacturer (mandatory for Re-labellers and Re-packers)
  • Food Safety Management System plan or certificate (if any).
  • Source of milk or procurement plan for milk including location of milk collection centre’s etc. in case of Milk and Milk Products processing units. (Wherever applicable).
  • Source of raw material for meat and meat processing plants. (Wherever applicable).
  • Pesticide residues report of water in case of units manufacturing packaged drinking water, packaged Mineral water and/or carbonated water from a recognized/ public health
  • Recall plan wherever applicable, with details on whom the product is distributed. (Optional).
  • NOCs from Municipality or local body. (Optional).

Documents to be included for Renewal or Transfer of License given under other existing laws prior to these Regulations:

 

  • Any change in documents or information provided during grant of previous license. (Mandatory).
  • Certificate or Plan of Food Safety Management System being adopted (for units under Central Licensing it has to be a certificate from accredited agencies) - An Advisory has already been issued vide letter no. 1(56)2012/ Advisory/FSSAI dt: 02.04.2012 declaring that FBO will submit an affidavit on a non-judicial stamp paper declaring that FBO will comply with Good Manufacturing Practices as mentioned in Schedule – 4 of FSS (Licensing and Registration of Food Businesses) Regulation, 2011.
  • List of workers with their medical fitness certificates. (These may be available with the units and be shown at the time of inspection). 4. Name, qualification and details of technical personnel in charge of operation. (Mandatory for manufacturing & processing units).

Note:

For Foreign National the Copy of passport is mandatory. All foreign nationals and non – resident Indians should provide notarised or apostilled or counsularised documents from the Indian Embassy in that country. It is mandatory to provide documents in the languages English or Hindi only, if In any case the documents are not in English or Hindi, then the certified translation copy should be attached.
